Role of the Universities in Development Planning: The Khmer Republic Case.

The social and economic development in Cambodia (the name of the Khmer Republic before 1970) over the past 10 years is reviewed in this monograph with focus on the role of the universities. Major problem aas are identified as: technical problems of planning, political constraints, sociocultural constraints, administrative obstacles, and substructure constraints. The role of the university is discussed in relation to the following: (1) coordination of higher education planning with national economic planning; (2) survey of university resources available for development planning purposes; (3) extent of university involvement currently prevailing in the formulation and implementation of development plans; and (4) types of contribution the university could make towards development planning. Problems preventing a closer cooperation between the universities and the government are identified, and recommendations for alleviating those problems are discussed. (LBH)
