This handbook is designed to give background information on the Mini-Assessment of Functional Literacy, a criterion-referenced test designed to determine the extent of functional literacy among seventeen year olds in America. The five format categories identified for the test were passages; drawings, pictures, signs, etc.; charts, maps, graphs; forms; and reference materials. The five behavior categories selected for the test items were understanding word meanings, gleaning significant facts, comprehending main ideas and organization, drawing inferences, and reading critically. Three standards for comparison are explained: desired level of performance, highest expected level of performance, and minimally adequate performance. The discussion of the methods of describing the data is designed to give the reader of the reports of the Mini-Assessment of Functional Literacy a clearer understanding of the information the data does, or does not, provide.
