Quest for Quality Education: Team Building for Professional and Organizational Development.

The Quality Education through Staff Training (QUEST) program is described. The professional development program was conducted in the Detroit Public Schools. The major goal of this project was organizational change and renewal to influence the quality of classroom instruction. This was to be achieved by helping teachers and administrators to effect the changes they most desired which they believed were connected with the ultimate outcomes of improved educational experiences for children. Four phases of the program included the start-up entry, involvement, and training; support for teamwork and follow-through; skill development and application; and evaluation. Experiences and highlights from the program are presented. Chapters one through 12 describe the program in action; offer some participant observations; discuss assumptions and guiding ideas about the program; explore how the participants organized the implementation; describe team training and how the program started; discuss the follow-through on plans and commitments; describe the development of the how-to-do-it skills; offer documentation and assessment of progress; focus on leadership skills and roles needed; offer some improvements and possible modifications; provide a resource list; and enumerate activity tools needed for carrying out the program. The tools, 32 class handouts, are included in chapter 12 as exhibits. (ND)
