This is one of a series of eight short monographs intended to aid practicing educators in planning and conducting accountability programs in schools. This booklet discusses how to plan and conduct a competency-based staff development program as part of an overall accountability program. Short sections focus in turn on various steps in the development of a staff development program. These steps include developing management procedures, identifying needed competencies, compiling a preliminary list of competencies, specifying training groups, stating needed competencies by groups, establishing validation committees, revising needed competencies, grouping competencies by skill areas, developing instruments for measuring staff competency, conducting a pilot study, revising the measurement instrument, selecting data analysis procedures, conducting a study of competency needs, analyzing the study data, reporting the study data, selecting training priorities, designing the staff development program, and developing a feedback system.
