The ninth volume in a 10-volume report on the historical development (1966-1973) of the 8 administrative Area Offices of the Indian Health Service (IHS) Mental Health Programs, this report presents information on the Portland Area Office. Included in this document are: (1) The Context (early history of the Oregon Territory, geography and tribal characteristics, population of American Indians served by IHS, and Area Office and transportation links); (2) Mental Health Activities Prior to 1969 (University of Washington Medical School at Yakima and Neah Bay and Fort Hall Suicide Prevention Program); (3) First Full Time Mental Health Team in 1969 (staff; consultation patterns; objectives; and special projects such as foster homes, peptic ulcer study of Makah tribe, alcohol abuse treatment planning, etc.); (4) 1970-72 Program Development (staff and special programs/projects including Chemawa Boarding School, Warm Springs Mental Health and Alcohol Project, etc.); (5) 1973-74 Program Developments (staffing patterns; staff activity; selected Service Unit Programs including Northwest Coastal tribes, Rocky Mountain tribes, Great Basin reservations, and Columbia Plateau reservations); (6) Warm Springs: Health Program (Warm Springs reservation, Alcohol Abuse Program, Children's Group Home, Multiple Problem Family Project, major mental illness, coordination of total program, success characteristics, and aides); (7) Summary (achievements and problems).
