Futuristics and the Role of the Responsible Leader in Providing Better Schools for Less Money: A Look into the Future.

Forecast of a 1986 program of educational innovation involving education stamps and student bank accounts is presented. The objectives of the program are to provide more efficient, less expensive, and more equal education. The author maintains that these objectives will be met by allowing average citizens to spend money on an individual basis in pursuit of education. Focused on are such aspects of the project as checkbook management rules for each age group, education stamp allocation, extra checks for job related competencies, legislative allocation of tax money for distribution to individuals, and adult and community education programs. Evaluation of all aspects of the program is discussed, measurements of public opinion and of cost and benefits are outlined, and the author's judgment that the program will succeed is explained.
