The Borough of Havering in London, England undertook a project to devise and implement a computer aided learning program which involved teachers in the production of materials and provided students with a flexible, individualized system of instruction. Materials were developed, and three trials were conducted: (1) a program and equipment test; (2) a test of the effectiveness of the routing algorithm; and (3) a comparison with conventional teaching techniques. This report describes the background of the project, outlines the tests conducted, discusses project management, and summarizes the results of the project's initial years of operation. It concentrates on the organizational and management problems that were encountered, on attempts to assess the success in reaching educational objectives, and on the possible impact of the findings on teaching method and curriculum development.
