A comprehensive program for the early identification and remediation of kindergarten and first grade students' learning needs has been developed and implemented in Dade County, Florida. The diagnostic aspect of the program includes the screening of all kindergarten and first grade students. This is referred to as the K-1 Diagnostic Survey Program. The purpose of the program is that of early detection of the variety of difficulties that might impede the learning process and to recommend the most appropriate educational placement for each pupil who has an identified problem. Approximately 30,000 students were screened during the 1974-75 school year. Another aspect of this comprehensive approach is the Early Childhood Preventive Curriculum, (ECPC). This is a preventive program focusing on students in the first grade. The emphasis is on the early correction of problems which may cause learning disabilities as the child matures. The ECPC program was awarded an Educational Pacesetter Award by the President's National Advisory Council on Supplementary Centers and Services. This program brings to the attention of pupil personnel workers the availability of a systematically organized approach to the identification and remediation of student learning needs.
