This document is the text of a Senate bill to establish procedures and standards for the framing of relief in suits to desegregate the Nation's elementary and secondary public schools, to provide for assistance to voluntary desegregation efforts, to establish a National Community and Education Committee to provide assistance to encourage and facilitate constructive and comprehensive community involvement and planning in the desegregation of schools, and for other purposes. If it is enacted, this Act may be cited as the School Desegregation Standards and Assistance Act of 1976. It is organized in two titles. The purpose of Title I, Standards and Procedures in School Desegregation Suits, is to prescribe standards and procedures to govern the award of injunctive and other equitable relief in school desegregation cases brought under Federal law. The purpose of Title II, National Community and Education Committee, is to create a nonpartisan national committee composed of citizens from various occupations and backgrounds, particularly individuals who have had experience in school desegregation activities from within a community, in order to provide assistance to communities that are engaged or preparing to engage in the desegregation of their schools.
