The Beginning Teacher Evaluation Study (BTES), Phase II, was a research project on effective teaching behavior--what teachers do that significantly affects what and how pupils learn. The purposes of Phase II were to (1) develop an assessment system for measuring teacher and pupil behaviors and other factors which could influence each of them and their interrelationships and (2) generate hypotheses about the interrelationships among teacher and pupil behaviors and related factors. Forty-one second grade and 54 fifth grade experienced teachers participated in the study. This volume of the final report is based on the videotaped recordings of 94 teachers taking part in the BTES study. The investigation was directed at providing tentative answers to the following questions about the utility of videorecording: Do the advantages outweigh the disadvantages in yielding reliable and valid information about teacher and student behavior in the classroom? What kind of information can be obtained by observers viewing the videotape? Can different kinds of teaching behavior and student behavior be observed? Can two or more viewers obtain the same kind of information from separate viewings of the videotape? How consistent are the observed teacher behaviors? And, most important, once a set of reliable and stable teacher behaviors have been isolated, do these teacher behaviors have anything to do with pupil achievement in the classroom? (RC)
