A guide intended to clarify some concerns relating to collective bargaining in Massachusetts libraries considers both public institutions within the jurisdiction of the Massachusetts Public Employee Collective Bargaining Law and private institutions under the National Labor Relations Act. Provisions of both pieces of legislation as to bargaining units, representatives, strikes, prohibited or unfair practices, agreements, and enforcement are summarized. Advantages and disadvantages of collective bargaining are compared. Guidance is provided for both administrators and staff concerning legal rights and limitations. Lists of information services and materials are appended, along with tables of information about organized libraries in the state. (Author/LS)
