PETC-III is one of several instructional systems currently under development in the Improving Teaching Competencies Program of the Northwest Regional Educational Laboratory. The PECT-III materials include training strategies and procedures plus participant instructional materials for use with a select group of educators in a workshop setting. PETC-III carries with it a change support process termed organizational development. This document presents the evaluation report for the pilot stage of the PETC-III system's development. This evaluation was conducted to facilitate judgments about the efficacy of materials, strategies, and the accompanying change support process that comprise the PETC-III instructional system. The first chapter describes the system's history and objectives. The second chapter describes the pilot test workshop study, including methods of obtaining information, and presents the empirical evidence collected from the workshops. The next chapter describes the process of the expert external review conducted on the PECT series and presents a summary of the review critiques. This is followed by a description of the search for alternative training programs on the market and a comparative analysis of the search results. The final chapter contains a summary of the findings. Appendices include the Improving Teaching Competencies Program's product development model, questionnaires used in the pilot test workshops and documents pertaining to the implementation and results of the external review and alternatives search.
