Part I (chapters 1-5) gives a brief description of the evolution and working of the educational system, forecasts the system as it would be in the future if no changes were introduced, and estimates the resources necessary to meet the needs of the system. Part II (chapters 6-8) examines the extent to which the various sections of the community make use of the educational facilities available, examines employment patterns, and forecasts the number of people with various levels of qualifications who are expected to be required to meet the needs of the Irish economy. Part III (chapters 9-11) analyzes the existing structure of primary and postprimary education in order to identify areas for more effective use of resources and discusses the structure of educational financing. Part IV (chapters 12-15) considers the adaptation of the system to changing needs in supply of demand for qualified persons, recommends how educational planning might be organized in the future, refers to the question of educational aid for developing countries, and considers the role of education in the theoretical context of economic progress.
