This book assembles, excerpts, and comments on a variety of publications dealing with the problems and prospects for educational research and development (R&D). It is intended to help readers identify the problems and issues in educational R&D and to formulate some possible alternatuves for the future. Chapter 1 deals with the definitions of research and of development and discusses the confusion that often results from failure to distinguish between the two terms. Chapter 2 offers a historical perspective on the growth and maturation of educational research, particularly in the United States. Chapter 3 discusses the political problems involved in obtaining substantial federal support. Chapter 4 examines some allegations concerning the mistakes and shortcomings of recent educational R&D programs. Chapter 5 outlines several proposals for improving the quality of educational research, while chapter 6 deals with the relevance and implementation of development activities.
