This study is an update of earlier work conducted by the Organization for Economic Co-operation and Development (OECD), on social selection in education. The former study, published in 1970, covers 19 of the 25 OECD countries and has no data for Australia, Canada, Finland, Iceland, New Zealand, or Turkey. The present paper includes later data for 13 of the countries represented in the earlier study and includes Finland which was not covered earlier. Results indicate that inequality in access to education is important in all OECD countries, and that inequality in access has been reduced almost everywhere, regardless of the three measures of relative selectivity used. It is found that the nearer countries approach universal attendance at a particular level of education, the closer will be the convergence in degree of access by social class, particularly if the starting position is one in which the upper groups are near to saturation of the educational ambitions. Conclusions reached by the present report are different from the more pessimistic ones which were derived by the earlier OECD study. The present conclusions also differ from the earlier study in that intercountry comparisons are not made. The general conclusion is that social selectivity in access to higher education is still substantial in all OECD countries, but is declining more rapidly than was suggested in the earlier study.
