In the last 20 years the U.S. economy had changed as a result of the increase in production, processing, and distribution of information goods and services. Three information sectors--the primary sector producing information goods and services, the private bureaucracy, and the public bureaucracy--are part of a six-sector economy. Today, information activity represents about 50% of the GNP (Gross National Product), and much evidence exists to support the contention that our economy is planned. So that planning can be productive and efficient, resources need to be allocated in different ways among the several sectors of the economy. (CH)
