The Growth and Development of New Ideas in a Large City School District (From Buds to Blooms).

This paper presents a model for developing and evaluating new educational programs in a large city school district. The model described was developed and partially field tested in the Phoenix Union High School System. It is intended to be simple enough not to stifle new ideas but detailed enough to provide smooth transition from the experimental stage into the regular curriculum. First-year activities involve financial and implementation planning, second-year activities involve pilot testing, third-year activities involve program and product evaluation, and fourth-year activities lead to inclusion of the tested program in the regular curriculum. Much of the paper consists of a flow chart and timeline for each of the model's four phases. (Author/JG)
