Recycling the Community School ESEA Title III Evaluation.

An evaluation of the "Recycling the Community School" program at Alexander Shepherd Elementary School in Washington, D.C. was conducted. The program's major objectives were: (1) initiation of the development of a multi-modal curriculum that focuses on raising of achievement of 80 percent of students in the essential skills as measured by a criterion-referenced test; (2) examination of the existing physical facility, and development of a design, through seminars and simulated learning environments, for recycling the physical facility; (3) to insure that 50 percent of the school personnel will be in the process of using diagnoitic and prescriptive techniques; and (4) to modify the school's organizational structure to maximize parent and community involvement. Review of documents, formal and informal interviews, questionnaires, and direct observations were the main methods used to assess the correspondence between the objectives of the project cycles and its accomplishments. The findings derived from the analysis of the data point to a program that shows progress but is behind schedule in the achievement of some of its objectives. The primary reason for this seems to be delays encountered in the hiring of key personnel. The results of analyses of the data, conclusions, and recommendations to continue some of the practices while modifying others are provided in this final evaluation report. (RC)
