Goodwill Industries of America, Inc. developed a management information system designed to provide rehabilitation workshop managers with information needed to make sound administrative decisions, statistics to measure the outcome of these decisions in terms of service to the handicapped, and the financial resources needed to deliver the services. Called USERS (Uniform Socio-Economic Reporting System), it allowed agencies with similar functions to benefit by direct comparison of existing financial and statistical information. USERS has five specific purposes: (1) to establish uniform budgeting and forecasting techniques; (2) to establish uniform cost effectiveness techniques; (3) to establish fee-setting techniques; (4) to establish uniform service information techniques; (5) to establish recommended management control systems for voluntary health and welfare agencies.
