This report is considered to constitute the first attempt to present a comparative analysis on university level programs of educational opportunities. The following topics are included in the analysis: enrollment and retention, demographic characteristics, academic background, major subject area, supportive services, academic progress, student costs and financial aid, and expenditures. Cited among the findings are the following: that academic dismissal is the most important reason for leaving opportunity programs, followed by personal reasons; that given educational and economic disadvantages, educational opportunity program students remain in college at high rates as compared to the average retention rate for all students in the nation; and that opportunity programs serve as a major vehicle for minority group enrollment. Certain practices concerning degree requirements, financial aid, and definitions for defining economic disadvantage are said to lack consistency across the programs. Stated in the recommendations are the need for comprehensive supportive services and the need for timely and accurate accounting of program activities and expenditures as the law provides.
