Volume 10 of the 19-volume Highway Safety Program Manual (which provides guidance to State and local governments on preferred highway safety practices) focuses on traffic records. The purpose and specific objectives of a traffic records program are discussed. Federal authority in the area of highway safety and policies regarding a traffic records program are outlined. Program development and operations (a records system concept, a State traffic records committee and agency, goals of the records system, assessment of resources and constraints, and development of a systems plan) are presented. Criteria for program evaluation and different types of reports (management, program evaluation, and National Highway Traffic Safety Administration) are explained. Local government participation and approval criteria for 402 traffic records subelement plans are reviewed.
