Intended as a review of the state of the art and future trends of computer-based learning materials (CBLM), this document has been written for use by individuals of various constituencies including institutional users, CBLM planners, and state and federal level administrators. Among the major themes concerning CBLM are: (1) its diversity and purposes; (2) the interdependence of social goals, values, educational reform, and technology; (3) that computer applications to learning are important to different people for many different reasons and in many different ways; (4) the interdependence of the what and how of learning; (5) the need to focus on the learner rather than on the computer or instructional materials; (6) that the many approaches to the development of CBLM are all risky; (7) the need for coherent strategies for the dissemination of CBLM; (8) the need for sharing of computer resources; and (9) the need for a coordinated national program to bring quality CBLM to the majority of learners. Appendixes include listings of current CBLM materials, organizations, networks, and publications together with a listing of points for consideration in CBLM decision-making. (Author/DGC)
