The reports comprising the document are from the State directors of vocational education, the National Advisory Council on Vocational Education, and the State Advisory Councils on Vocational Education. The reports from the State directors form Part 1, the largest part of the document, presenting the most comprehensive and detailed information on the implementation of the Vocational Education Amendments of 1968 in each of the States and in the other jurisdictions. The reports vary in length, but most are about 10 pages long. A brief introduction and general description of each State's program is followed by specific information, often accompanied by illustrative tables.
