The purpose of this book is to consider the inter-relationships between the changing outlook and aspirations of young people approaching adulthood, and current changes in systems of secondary education and in the nature and role of secondary schools throughout the world. Chapter one focuses on the problems of self-realization by young people and suggests a transformation of the nature of secondary education so that it becomes more flexible and responsive, enabling the young to participate and exercise initiative and giving it more the character of adult society. Stages in the development of educational systems are discussed in chapter two: universal primary education, expanding, seocndary education, traditional selective systems, problems of democratization, and the movement away from schooling. The changing nature of secondary school is viewed in chapter three along with four models of secondary education. The fourth chapter describes how the changing concepts of secondary education have created a new outlook on the curriculum, as well as on teaching methods and the provision of guidance services. Recommendations for research of selected problems in secondary programs as a result of the conference are presented in the last chapter. Conference participants, the program, a list of prepared papers, a summary of group reports, and a selected bibliography conclude the document. (Author/JR)
