The Air Force uses a standardized costing methodology for resident technical training schools (TTS); no comparable methodology exists for computing the cost of on-the-job training (OJT). This study evaluates three alternative survey methodologies and a number of cost models for estimating the cost of OJT for airmen training in the Administrative Specialty (702X0) from the 1-level (helper) to the 3-level (semi-skilled). The final costing methodology selected for use in the next phase of this research effort can easily be adapted to other Air Force specialties and skill levels. The quality of OJT and TTS graduates is compared according to several criteria, and the evidence indicates that neither type of training is superior to the other for the Administrative Specialty. The cost per graduate of OJT for this specialty was estimated to be significantly below the cost of TTS. However, it is important to consider other factors in addition to cost prior to drawing any inferences concerning the optimal OJT/TTS mix.
