Since 1960, approximately 733,000 Turkish workers have migrated to European countries. One issue before the Turkish Government is adequately educating children of Turkish migrant workers in other countries. There are more than 117,000 children who are expected to retain their traditional Turkish culture while adjusting themselves to the host country. The education of these children is carried out according to the recommendations of the Council of Europe and bilateral agreements between Turkey and other concerned countries. Classes in Turkish and social sciences have been set up within the local school structures of some European countries; the Turkish government provides teachers for these. In appointing teachers to foreign countries, special care is paid to teaching experience, fluency in the language of the host country, and the various needs of Turkish children. Some problems are: (1) foreign language courses organised in Turkey for teachers are not fully satisfactory; (2) the teachers of the immigration countries are trained under different conditions; and (3) children attending schools in Turkey are not accepted into equivalent classes because of linguistic difficulties. Measures to be taken include: (1) teacher education; (2) getting the maximum benefit out of a limited number of teachers; and (3) obtaining more precise statistical data. Legislation, recent publications, changes in primary education regulations, and bilateral cultural agreements are also explained. Statistics are given for the distribution of Turkish workers and their children. (KM)
