Ever since 1946, increased emigration in Italy has been paralleled by a slow but steady increase in educational activity. In 1971, Law No. 153 was adopted which provides for special educational arrangements to be made for migrant workers and their spouses adopted by the Italian Government are based on the need for Italian children to: (1) be integrated into the host country's school system; (2) receive additional courses in their native language and culture to preserve their links with Italy; and (3) have their diplomas legally recognized in Italy. To implement Law No. 153, the government arranged for: (1) "integration" classes in the host's primary schools; (2) complementary Italian language and general culture courses; (3) special courses for adult workers to sit the examinations for Italian primary and lower secondary school leaving certificates; (4) adult education courses; (5) nursery schools and creches; and (6) para-school activities and guided studies. Some of the problems in implementing these are: (1) lack of economic stability; (2) an inadequate education received in the country of origin; and (3) the change from a rural environment to an industrialized urban area. Research projects are examining the inability of Italian children in Germany and Switzerland to profit from their schooling and the difficulties met by children of Italian descent, whose mother tongue is German, in learning Italian at the secondary level.
