Communication between Congressmen and their constituents could be improved by the use of advanced telecommunications. Interviews with representatives and senior staff from a sample of 40 House offices show concern that the current communication systems are either too narrow--letters, telephone calls, physical conferences--or too broad--television, radio, or other media. The workload of congressmen is increasing so that effective constituent communication is ever more difficult, but the need for that communication is even greater. Emergent telecommunications (particularly cable television) offer the potential of great time savings and ideal communication at the right level. However, there are possible problems of cost, accountability, abuse, and overuse. The entrenchment of incumbents seemed to be a particular concern of Congressmen. It is recommended that telecommunications should be expanded to aid Congressmen with the proviso that fair and balanced access to communication channels be available to all political participants.
