This pamphlet describes what Title IV-A funding is, who is eligible for it, what Connecticut agencies administer it, and what some of the problems are. This information should prove invaluable to community groups who want to establish new day care programs, as the Federal government is willing to pay for 75 percent of the total cost of day care for eligible children. This means that in terms of the present funding arrangements, the State of Connecticut and local groups are paying more for day care than they need to.
