This paper presents: (1) an overview of the National Center for Higher Education Management Systems DELPHI survey to identify changes in postsecondary education, (2) an interpretation of the results of that survey, and (3) an interpretation of the changes in planning and management that will occur when the forecasted changes in education take place. The first two topics are treated in considerably greater detail in the NCHEMS report, "A Forecast of Changes in Postsecondary Education." The new material presented in this paper is the analysis of the planning and management implications of changes in student enrollments, certification methods, faculty-institutional relationships, program content, and governance issues.
