The Stull Act (after its principal sponsor, Assemblyman John Stull) requires all school districts in California to adopt a uniform set of guidelines for use in evaluating the professional competence of their certificated personnel. The act went into effect on September 1, 1972. In the spring of 1972, it became apparent from newspaper articles that the school districts of California were seriously concerned and perhaps panicky about the Act. In recognition of the complex and sensitive problems the Act entailed -- problems in measurement, evaluation, and statistical analysis; in the definition of achievement; and in law and administration, -- the Stanford Center for Research and Development in Teaching organized a conference of experts in the relevant disciplines to discuss the Act.
