In this document the National Advisory Council on Supplementary Centers and Services presents its Sixth Annual Report on the status of Title III of the Elementary and Secondary Education Act ESEA). Five recommendations for carrying forward and strengthening ESEA Title III are presented: a) that it be extended for a minimum of four years; b) that funding for ESEA Title III be specifically earmarked at a level sufficient to meet those identified educational needs within the states that call for innovative solutions; c) that the portion of ESEA containing the formerly designated Title III be entitled "Innovation and Improvement"; d) that an adequate national system be established to collect, evaluate, and disseminate information and materials on innovation in education; e) that funds be made available for an in-depth look at the whole of Title III with the focus on "Improving Education through Innovation." The remaining, and largest section, of the document is entitled "What's Working in Title III." It contains a brief essay, critiques by six educators of projects selected by each state validation team, and descriptions of the validated projects.
