The Pennsylvania Day Care Study: Survey Questionnaire and Observation Reports.

This report presents the background of the development of a series of questionnaires and observation procedures designed to gather information on day care in Pennsylvania. The document discusses the procedures and evaluation strategy of the Pennsylvania Day Care Study Project. Two basic questionnaire forms were developed, each with one version for day care centers and another for day care homes. The mail questionnaires were brief and direct, probing for information concerning enrollment, fees, staff, and facilities of a day care program. The site-visit questionnaires focused on areas of administration, staff, staff training, the child, services, family, community outreach, physical plant, program-equipment-materials, evaluation, and funding. The observation tool stresses the general atmosphere of the day care environment by looking at child and teacher behavior. (DP)
