Full details are presented on Phase I of the three-stage project "Design of Training Systems" (DOTS). A functional descriptive model of the current Naval Education and Training System (NETS) is provided, along with idealized concepts oriented toward a 1980 time frame. Technological gaps and problem areas are noted, but no organizational elements are identified since it is specified that the prime areas of interest are the functions performed. Finally, a rationale is offered for the selection of candidate mathematical models which will be developed in Phase II of the project for the purpose of assisting training managers with planning and decision-making related to the management of training programs.
