The handbook describes the design and specifies the operating procedures for new careers projects funded by the Department of Labor. Such issues as the program and sponsor standards, eligibility requirements, contracting, reporting and self-appraisal systems, jobs in the human services and technical assistance are explained in detail and specific examples are given. The handbook would be useful to project managers as an instruction booklet and to other personnel innovators or manpower designers as a model for manpower utilization in paraprofessional jobs in the human service fields.
