The Final Report, Volume 1, covers research results of the Michigan State University Driver Performance Measurement Project. This volume (Volume 2) constitutes a guide for training observers/raters in the driver performance measurement procedures developed in this research by MSU. The guide includes a training course plan and content materials used and evaluated in training driver education practitioners to observe and rate the adequacy and safety of driver behavior patterns in selected Behavioral-Environmental-Traffic-Situational-Sequences (BETSS) and their subdivisions. The training provides for orientation, field observations, and practice in making observations and individual ratings of subject drivers. The introductory materials give background information on the project, on the need for training, and on the types of persons who should be trained. The course plan and content materials include examples and illustrations of BETSS actually used in developing the method and which may be used as a basis for establishing equivalent BETSS in other locations.
