In conducting its study of the efficiency and economic policies of public elementary and secondary schools in Kansas, the Committee placed emphasis on (1) the optimum number of administrative personnel in the school districts compared with the number actually employed; (2) teacher assignments for classroom instruction and the extent of teachers' administrative and nonprofessional duties, to suggest the best application of teachers' time as compared with existing practices; (3) budget practices that might be improved; (4) operation of transportation programs, comparing purchase and lease of buses, efficiency of routing, extracurricular use of buses, methods of accounting for transportation expenses and sources of payment thereof; and (5) methods and procedures of school accreditation and teacher certification and effects thereof. The report examines these areas and provides recommendations. Texts of proposed legislation to implement some of these recommendations are also provided in the appendixes. (Author/JF)
