Who is a Migrant Farm Worker? Quien Es Un Trabajador Agricola Migrante?
Escamilla, Manuel
Concerned with varying definitions of migrants given by Federal agencies helping them, the 2 objectives of this study were to present migrant definitions utilized by these agencies and to initiate discussion on one standard definition of a migrant worker. Using standards of the Office of Economic Opportunity, the Department of Labor, the Department of Agriculture, and the Department of Health, Education and Welfare, the study determined that a migrant was a person who: 1) works in agriculture; 2) earns more than 50% of his annual salary in agriculture; 3) has been in the migrant stream at some point during the past 24 months; 4) leaves his permanent residence to look for work, but plans to return; and 5) is sustained by agricultural work and meets Office of Economic Opportunity requirements on poverty. The second half of the document is a Spanish translation of the study. (KM)
