A Study of the Secondary English Program of An Urban School System in Terms of Recommendations of the National Council of Teachers of English and the Commission on English.

This study examined an urban school system's secondary English program in light of the recommendations of the National Council of Teachers of English and the Commission on English concerning curriculum, administration, supervision, and organization. Interviews were conducted with the principal, the English department chairman, and one teacher chosen at random from each of thirteen schools. It was concluded that the English program was not receiving a united effort on the part of those directly involved with it. This was evidenced by a divergence among the three groups interviewed with respect to the implementation of the recommendations. The recommendations were not being implemented to a degree corresponding with the wishes of the responding groups. Five areas merited special attention: (1) curricular articulation; (2) certain content areas, such as reading programs, speech and oral activities, language skills, dialectology, and new electives; (3) the chairman's role and function; (4) inservice education; and (5) working conditions.
