The Illinois Three Phase System should be temporarily retained as an administrative tool to be used in relationships between the Division of Vocational and Technical Education and local education agencies. But it is clear that such a system, with its scope directed toward local school districts, with its lack of outcome assessment, and with its lack of state priorities should not be judged a fully satisfactory vehicle for statewide evaluation. The greatest need for improvement and modification of the System is for improved, fully comprehensive follow-up procedures. Similarly, there is a great need for progress in the area of performance assessment for students who complete programs. A supplemental developmental program is needed, which should lead to progressive modification of the present System with the goal of ultimately replacing it. (Author/CK)
