Section 204 of the Legislative Reorganization Act of 1970 directs the General Accounting Office (GAO) to make studies of the costs and benefits of existing programs. This document was developed to respond to this legislation through informational support to GAO and others interested in evaluating the effectiveness of Federal programs. It includes information that should be useful in providing access both to evaluation studies and to evaluation requirements in laws (Parts I and II, respectively). Part I is a user's guide to major sources of specialized studies, including evaluation studies, which are available outside of the various departments and agencies. This survey was performed to identify retrieval systems and directories containing information on evaluation studies that are completed, planned, or in process. Thirty systems appearing to contain useful information are described in this section. Part II is a summary of evaluation language contained both in legislation enacted between January 1967 and July 1972 and in bills passed by either or both Houses of the Congress from January through July 1972. This part highlights recent evaluation language and presents it in terms of: Party responsible for evaluation, Measures of effectiveness, Methods to be used, Report recipient, Report date, Nature of recommendations, and Funds authorized.
