The Los Angeles City Unified District's special education (SE) programs and services for exceptional children from 3 to 21 years of age are presented textually and graphically. The programs are described as resulting from a recently formulated master plan for future service delivery in as normal a school environment as possible. Information about the division's organization is provided through an organizational chart; a directory of elementary and secondary schools, classes and centers; a map of schools; and descriptions of the executive and advisory councils, and parents' organizations. Information about the California code, eligibility requirements, school placement, current programs offered, location of programs, and program objectives is given for the following handicapping conditions: the deaf and hard of hearing, orthopedically handicapped (who may be served at home through teleclass instruction), speech and hearing handicapped, mentally retarded, severely or multiply handicapped (served in development centers stressing intervention, family respite, and institutional placement prevention), and educationally handicapped (learning disabled and behaviorally disturbed). Among other services offered are occupational education, exceptional pupils' driver education, pupil services (counseling and attendance), federally funded programs (such as sequential physical education instruction), and special health programs and services (nurses and part time physicians in all SE schools). Included in appendixes are data on class size, SE division growth, professional personnel recruitment, and program inception by date. (MC)
