Part One of this report is concerned with the problem of school finance and contains a proposal made by James Bryant Conant for full State funding of public education; a reaction to the proposal by Joseph Cronin; and a roundtable discussion on the subject. Five chapters in the second part explore recent rulings on the rights of staff and students, the need of a stronger voice for school boards in the nation's capital, the impact of the women's rights movement on the public schools, and the need for carefully planned policies to confirm the processes and procedures for collective bargaining in education. The third section presents two vigorous appeals for reform and for a humane response by public schools to the concerns, needs, and aspirations of the people.
