This manual comprises a syllabus containing the directives and materials used by program administrators of the Nebraska State Department Instructional Division in 12-hour training sessions designed to increase management planning skills. The compilation includes those materials supplied to the participants for the sessions, as well as the instruments used to collect information from the participants. Broad topic areas covered in the handbook are management by objectives (MBO), goal setting, policy formation, delegation of authority, preplanning of work and predetermined objectives, and responsibility for results (accountability).
