The author discusses the implications of the administrative team concept in three dimensions. The first dimension is the local school level, where concern over middle management involvement in educational policy decisions becomes more significant as employee groups organize to negotiate school policies with the board of education. In the second dimension, the various State administrator associations are shown to be confronted by the dilemma of implementing the team concept despite potential conflicts of interest.
