Federal Health Manpower Programs, 1970--Part I. Final Report.

This study was conducted to meet the Senate Subcommittee on Appropriation's request for a comprehensive and documented report that covers the current status and relationships of all major Federal programs concerned with health manpower. Part One gives an overview of Federal health manpower programs and outlines major recommendations, including the following: (1) The existing legislative authority should be modified to increase flexibility through elimination of strict categorial limitations governing institutional participation in health professional education, (2) The legislature should be modified so as to authorize federal support for projects of considered relevance in areas of educationally related deficiencies such as health manpower distribution and utilization, and (3) The Secretary of Health, Education and Welfare should be authorized to carry out expanded funding mechanisms through an amalgamation, extension, and expansion of the existing Health Professions Educational Nurse Training, and Library Facilities Construction Assistance legislation.
