This state of the literature report, developed by Contemporary Research Incorporated, is Volume I of an assessment of a preservice training program designed to prepare inner-city elementary teachers. The study was designed to ascertain teacher's perceptions of the problems they face, their level of competence, and the extent to which preservice training contributed to this competence. Five reports are presented in this document reviewing the literature on teacher effectiveness, the social aspects of the inner-city school environment, physical environment of the school, preservice teacher training, and inservice teacher training.
