Cable Television operators must fulfill the new (1972) Federal Communications Commission's requirements that cable systems provide non-broadcast designated access channels for public, educational, government and other uses. Because of the varying requirements for each of the four categories of access channels, each is reviewed separately here. The specific requirements are listed as well as additional stipulations on production costs, production facilities, formats and allocations and copyrights. The guide acknowledges the fact that no one has a great deal of experience in dealing with these types of access requirements and therefore takes a general approach in presenting the issues and problems that should be met.
