The purpose of this project was to design and test a model by which two agencies might work together as a means of each agency more effectively serving rural families in disadvantaged situations. This publication presents an evaluation not of client behavior in detail as such, but of the model as an educational process with particular attention to the utilization of aides and counselors in working with low-income families on the basis of their overall physical, financial, farm and home situation.
