First Interim Evaluation Report: Urban-Suburban Pupil Transfer Program, 1971-1972.

This interim report is the first of three expected evaluation reports for the Urban-Suburban Pupil Transfer Program under current Title III Elementary Secondary Education Act funding. Based upon data collected during the 1971-72 school year, it considers pupil achievement and attitudes as well as the attitudes and perceptions of parents, the community, teachers, and administrators. It also includes an assessment of selected features of the World of Inquiry School. Generally, urban pupils enrolled at suburban schools did not achieve expected gains in reading or mathematics as measured by their performance on New York State Pupil Evaluation Program Tests. Teachers and administrators alike expressed concern about meeting the social, remedial, and instructional needs manifested by the children. Excessive absenteeism also appeared to affect the achievement of some pupils. The World of Inquiry School, an experimental demonstration school, has pupil enrollment representative of the greater Rochester area. Generally, pupils at this school reflected higher achievement in reading and mathematics than counterparts citywide during 1971-72. Parents of urban children readily expressed their support for the transfer program, although the reason reported for this support was not the reduction of racial isolation but the obtaining of better educational opportunities for their children.
